Another reason that you can not get the advertised speeds could be because you share the bandwidth with your neighbors. Keep in mind that before running your speed tests, you need to turn off any other data-intensive activities such as pausing downloads or turning off online games. This totally makes sense as the more devices are running, the slower your available internet speed becomes.
Does time affect your speed check? Well, the answer is no. You can run your speed test during the hours you would normally be using your internet. On weekends, it could be anytime during the day. Let's just say that I am familiar with the system that they use, any mail blocked with a filtering rule would not be placed in a spam or junk folder as it is neither. If it is placed in quarantine and the end user has to log into a separate service to view their quarantined mail and then push it for delivery. The quarantined email cannot be found in a mail client or webmail for the email address that it was sent to.

PDF is a global standard and would be treated as such by any half correctly configured corporate email system. They are using this to deflect from something else. At the very least they would get a notification to say the email has been quarantined. All they would need to do is ask their IT guys to release it. What a load of bollocks. Bottom line is, there was a 5pm "deadline". If there was a single vote missing like this, the SPFL could have somehow got in touch with Dundee to ask what had happened.
